October 23, 2003 RILEY CREATES GOVERNOR’S COMMISSION ON EFFICIENCY CONSOLIDATION AND FUNDING Montgomery – Gov. Bob Riley on October 23, signed an executive order officially creating the Governor’s Commission on Efficiency, Consolidation and Funding, a panel designed to find ways for General Fund and other non-education agencies to cope with the on-going fiscal crisis in state government. The group will hold its first meeting on Friday, October 24 at 10:00 a.m. in the Archives Room of the State Capitol Building. “Current estimates predict a shortfall of more than $273 million in the state’s General Fund budget next fiscal year, so it is imperative that we begin looking for ways to ensure that the essential functions of government can continue operating with such a deficit,” Riley said. “This citizens panel will examine the functions, structure and operations of all non-education state agencies and make recommendations of ways we can reduce waste, increase efficiency and make the absolute best use of the scarce taxpayer dollars available.” Executive Order 12, signed by the governor Thursday afternoon, states that the commission “will examine the general agencies and functions of state government, excluding education, with the charge of identifying the essential purposes of government, consolidating functions and agencies, ending duplication, streamlining processes, cutting costs and establishing fair and effective funding mechanisms for necessary services.” Energen Corporation President and CEO Mike Warren will serve as chairman of the commission with Charles McCrary, president and CEO of Alabama Power, serving as vice chair. The panel members include a cross-section of business leaders, former and current public officials, legal experts, community activists and others. In order to conduct the comprehensive study, the commission members will be divided into five separate sub-committees tasked with looking into the areas of Government Operations and Accountability, Environment and Natural Resources, Public Safety, Commerce and Health and Human Services. The group will meet throughout the month of November and is targeted to present a final report to the governor and Legislature before the end of the year. Once received, the administration will draft legislation and executive orders based upon the commission’s recommendations.
